Senior Consultant – Clinical Laboratory / Transfusion Medicine SME to support the
Defense Health Agency (DHA), Armed Services Blood Program Division (ASBPD). The ASBPD is charged with ensuring a sustained, secure, and safe blood supply for U.S. service members, veterans, and military families worldwide. Operating under DHA Operations (J-3), Strategy (J-5), and Education (J-7), the ASBPD oversees a global network of Blood Donor Centers, Transfusion Services, Armed Services Whole Blood Processing Laboratories, and expeditionary blood support capabilities. The program maintains compliance with FDA, AABB, and DoD standards while supporting both peacetime healthcare delivery and deployed wartime medical readiness.
Key Responsibilities
The Senior Consultant will provide subject matter expertise in transfusion medicine, blood product compatibility, foreign nation blood comparability assessments, and expeditionary Walking Blood Bank (WBB) operations. This role requires deep knowledge of clinical laboratory science, regulatory standards, and global blood system practices to ensure the safety, effectiveness, and operational availability of blood products across the Military Health System. Key responsibilities including but not limited to:
Conduct foreign nation blood comparability assessments.
Prepare country comparability reports and executive summaries
Evaluate international blood collection, storage, and distribution systems.
Provide expertise in blood typing, crossmatching, and compatibility testing
Advise on donor eligibility criteria and regulatory compliance.
Support Walking Blood Bank (WBB) planning, screening, and SOP development.
Develop and document WBB training programs.
Participate in international blood safety working groups and conferences.
Advise ASBPD leadership on regulatory and operational risks.
Minimum Qualifications
Education:
Bachelor’s degree or higher in Biology, Medical Technology, Chemistry, Hematology, or related scientific field OR
Minimum three (3) years of experience as a Clinical Laboratory Scientist
Experience:
- Minimum three (3) years’ experience as a a clinical laboratory scientist role
- Experience supporting DoD military and/or civilian customers
- Minimum of 3 years of experience with blood banking and blood regulations.
