Capture and Proposal Manager
Key Responsibilities:
Capture Management:
- Identify, assess, and prioritize new government contracting opportunities.
- Develop and execute capture strategies, including competitor analysis, price-to-win strategies, and risk assessments.
- Build and maintain relationships with potential clients and key government personnel.
- Lead the development of strategic teaming agreements with subcontractors, partners, and vendors as needed.
- Conduct bid/no-bid analyses and present recommendations to senior leadership.
- Engage with the customer throughout the procurement lifecycle to shape requirements and position Pivot Path for success.
Proposal Management:
- Lead the entire proposal development process, from initial RFP review to final submission.
- Develop detailed proposal schedules, outlines, and compliance matrices to ensure timely, compliant, and high-quality submissions.
- Write and edit proposal content, ensuring alignment with client needs, RFP requirements, and win themes.
- Coordinate and manage cross-functional team inputs (technical, pricing, contracts, etc.) and ensure all proposal sections are cohesive and compelling.
- Conduct color team reviews (Pink, Red, Gold) and facilitate revisions based on feedback.
- Ensure strict compliance with proposal guidelines, including formatting, content organization, and regulatory standards.
- Maintain accurate proposal artifacts and track proposal results to improve future submissions.
Collaboration and Leadership:
- Collaborate closely with executives, project managers, business development, and technical teams to craft tailored solutions that meet customer needs.
- Provide leadership and mentoring to junior proposal staff or consultants if needed.
- Act as the central point of contact for all capture and proposal-related activities within the organization.
- Conduct after-action reviews and provide recommendations to improve future proposal efforts.
Market Research and Intelligence:
- Monitor government procurement forecasts and track potential opportunities within Pivot Path's target market sectors.
- Stay updated on government policies, industry trends, and competitor activities to refine proposal strategies.
Qualifications:
- Bachelor’s degree in Business, Marketing, Communications, or a related field (advanced degree preferred).
- 5+ years of experience in capture management and/or proposal management in the U.S. government contracting industry, preferably within IT services, healthcare, or R&D sectors.
- Demonstrated ability to lead and manage multiple proposals simultaneously, with a strong track record of winning government contracts.
- Deep understanding of the Federal Acquisition Regulation (FAR) and other applicable government contracting regulations.
- Strong leadership and team-building skills with the ability to manage cross-functional teams effectively.
- Exceptional written and verbal communication skills, with strong attention to detail.
- Proficiency in proposal management software (e.g., GovWin, Microsoft SharePoint, Adobe Acrobat, etc.).
- Strong analytical skills and the ability to develop pricing strategies, competitive analyses, and win themes.
- Ability to work under pressure and meet tight deadlines in a fast-paced, dynamic environment.
Preferred Qualifications:
- Experience with GSA schedules, IDIQ contracts, and multiple-award contract vehicles.
- APMP (Association of Proposal Management Professionals) certification or equivalent preferred.
- Experience in health, IT, or R&D sectors in federal contracting.
